Two referees suggested major revisions and would like to see the manuscript again before a final decision is made on acceptance. Therefore, please resubmit a revised version considering the referees suggestions and concerns.

Besides the specific comments, please also address the points of two reviewers who noted that the specifics of the study should be better put into perspective of other bankruptcy method applications and improve discussion and arguments for the specific aspects of the application that were criticised if you don't change the actual application.

In the revision process, please also check HESS's recently revised and updated "Textual and Visual Conventions" under http://www.hydrology-and-earth-system-sciences.net/submission/manuscript_preparation.html , specifically you use a lot of multi-letter variable names, which HESS would like to generally discourage (see explanation there).

thanks for addressing the referees' comments and resubmitting this revised manuscript, which can now be published in HESS.

Please consider a few minor comments by Referee #1 before uploading the final version.

Also, please note HESS's guidelines on Textual and Visual Conventions: please check the guidelines on units (e.g. MCM should be changed to scientific notation).
Also, the guidelines discourage the use of multi-letter symbols as they can be mistaken for multiplied single letter symbols, esp. when used in equations. In case there are alternative single letter (with sub letter) options e.g. for TAW, WS, SD, please consider using them.
