This paper addresses a very important topic - how to capture human agency in coupled socio-hydrology models. This is an issue that is already being faced with many socio-hydrologic modeling efforts that we are beginning to see (even in this special issue). The authors present a particular way. The reviewers have provided several constructive crticisms: (1) the presentation is too jargonistic, and to simplify the language so it is more accessible to the HESS audience, and (2) not enough details are provided to support some of the arguments, again a valid point as we want the paper accessible and understandable. I am happy with the proposed changes the authors have offered to do, and I encourage them to do well what they have promised. It is good for the impact the paper will make.
